East Vegas. It's in Russia?

Could the Las Vegas of the east, much north of Hong Kong, be in Russia as a neighborhood or town outside of Mother Moscow.  A resort town of the Far East former USSR.  Siberia.
Would the toilets and doors work?  Sorry.  Sincerely I am.  But I couldn't not take that kind of shot at the baseline.  It's all about incentive.

Perhaps a multipurpose stadium there.  Retractable dome for football, football, hockey and basketball.
Some interworld play.  Japanese big league teams playing the like of the Mariners and Yankees.  South Korean franchise playing the Reds.  Russia building a hub for action.
