Who could some MiLB affiliate cities be for the likes of Portland MLB ?

What about AAA Vancouver ?  Canada doesn't have as strong a farm system that they used to.  Heck, half their Major League Squads are gone, albeit one of two.  And the east balance to Portland in the west is thought to naturally be the large area of Montreal.

And given the saturation out there, could two baseball teams share a stadium?
Could the likes of Cincinnati give up their Triple A affiliate (Louisville) and then house their own (aptly named) Cincinnati AAA club at the major league park ?  The triple-A Cincinnati Outlaws.

5 to 6 teams per expansion club.  The prez of minor league baseball also noted it could be from 10 to 14 teams in a 2 franchise expansion.

This might sell my case for some affiliates to be in Mexico and Canada.  And why not Puerto Rico or even, someday sooner than later, Cuba.  There aren't really any untapped baseball cities yet.  Portland has a suburb ball club small ball farm club called the Hillsboro Hops.

Maybe the Triple A club could be in Monterrey or Mexico City.  Their double A team could play in the major league Portland ball yard.  Get a minor league affiliate in Tucson.  That city seems underrepresented in pro ball, a bridesmaid to Phoenix.  The Hillsboro Hops short season A team could also house the A team and another developmental A club.  They can play their Portland Roadies club in the California League.
